七一八厂开工后在多方面都取得了丰硕的成果,为国家提供了所需的大量无线电基础元器件,并为兄弟工厂等提供了大量的协助,,在技术改革和新产品试制中取得了很大成果,成绩熠熠生辉。但是1958年大跃进中,工厂不可避免的陷入混乱之中,造成产品大量积压,浪费现象严重,一时间正常生产受到干扰,还办起了烽火大学,受极左思潮影响,最终并无成果。  

After three years of unrest, Factory 718 gradually returned to order and was back on track, returning to its original rhythm. Under the supervision of from the talented team of factory leaders, the tireless workers initiated a valuable reorganization movement at the factory. By the end of 1963 the factory had reclaimed its stability and refocused itself of improving production.

在经历了三年的颠簸之后,七一八厂重振旗鼓逐步回归正轨,找回节奏。在领导的监督管理及工人们自身的努力下,全厂开展质量整顿运动,1963年年底工厂基本全面恢复了生产重见曙光。

1.1961 北戴河会议

1961年,上级在北戴河召开了三级干部会议。会议总结了全系统三年大跃进的经验,对全系统职工在大跃进期间表现出来的干劲和公而忘私的共产主义思想作了充分的肯定,并对一度出现的“浮夸风”、“共产风”以及片面追求产值忽视产品质量造成巨大损失的现象进行了严肃的批判。会后,第二机械工业部及时派来工作组领导工厂进行产品质量整领工作。

1. 1961 Beidaihe Meeting

In 1961, the upper ranking cadres at Beidaihe called for a meeting of the third rank cadres. The meeting was organized to summarize experience gained during the three year Great Leap Forward period, to express the complete devotion of the party members to the mission of realizing a communist society. The meeting was an opportunity for round of boasting and expression of pride in party, but it was also an opportunity to take a serious look as the problems with quality and efficiency plaguing factory production throughout the country. After the meeting concluded, the Second Mechanical Industry Department rapidly responded to issues raised during the meeting by dispatching new leadership to factories around to country with the intent of inspecting quality of production.

2.1961.10 全厂质量整顿

1961年10月,调时任七一五厂“总工程师的陈克恭来厂任总工程师,参与产品质量整顿。1962年下半年,工厂逐步进入“边整顿、边生产,以整顿保生产、以生产促整顿”的阶段,到年底生产开始回升。1963年质量整顿进入收尾阶段,年底基本上全面恢复了生产,在工人们的努力下逐步找回了自己的步伐。

2. 1961.10 Quality Assessment at the Factory

In October of 1961, Diao Shi took a position at Factory 715 inspecting products, “The Chief Engineer’s man, Zhen Kexi, arrived at the factory and himself took up the position of chief engineer with express interest in monitoring the quality of production and taking measures to make improvements. In that year the factory entered a strained state as it took measures to reorganize and refine its production system without stopping the production line altogether. By the end of 1962 the production rate had returned to its normal pace and was still rising, by 1963 the quality assessment had ended and the factory returned to a regular pace once again.
