国营华北无线电器材联合厂从1957年开工生产到1964年，为祖国社会主义建设作出了巨大贡献，但大而全面的联合厂管理体制也随着时代的发展暴露出了不少问题：多层管理不利于领导深入基层；难于经济核算和各种责任制落实等，这些问题都影响到了工厂的未来发展。因此，七一八厂于1964年4月1日正式撤销了联合厂建制，原七一八厂拆分为七九七厂（一分厂）、七一八厂（二分厂）、七九八厂（三分厂）、七〇六厂（四分厂）、七五一厂（五分厂）和七〇七厂（六分厂）以及两个服务性机构（八〇二库及公用事业管理处）独立经营。
State-owned Huabei Wireless Electronic Parts and Materials Incorporated Factory ran from 1957 until 1964, over those years the factory provided socialist China with immeasurable contribution. However, in course of the changing times, problems with the Huabei Factory leadership became apparent. Several levels of redundant leadership emerged and it was discovered very few of these leaders had spent time delving into the foundation of their field of management. Problems were found in the finances, division of responsibilities, and project delivery all throughout the factory. These problems resulted in the decision in 1964 to revoke the Incorporated Factory 718 organization system. Originally Factory 718 was broken down into Factory 797 (Factory Branch 1), Factory 718 (Factory Branch 2), Factory 798 (Factory Branch 3), Factory 706 (Factory Branch 4), Factory 751 (Factory Branch 5) and Factory 707 (Factory Branch 6) along with two independent service organizations (Corps 802 and Public Utilities and Management Office).
1．1962.8.17召开会议讨论体制
随着时间的推移，联合厂厂制开始出现弊端，大型工厂因产品及研发覆盖面过于广泛而逐渐难以协调及管理。在1962年8月17日的厂党委会议上，工厂体制问题引起了讨论，为了更好的研发生产各类型产品，联合厂建制改革被提上日程。
1. 1962.8.17 A Meeting Is Called To Discuss Organization
As time advance, corrupt practice within the Incorporated Factory 718 was revealed. Pervasive problems surrounding production and research that had been covered up were becoming increasingly difficult to coordinate and manage. At the August, 1962 factory party member meeting, problems at the factory attracted attention and were brought to discussion. In order to better conduct research and release products the committee placed the revolutionizing of Factory 718’s organization system at the top of factory priorities.
2．1963 四机部成立、传达建制撤销
1963年四机部成立，工厂直属四机部领导，同年11月4日，厂党委召开会议，传达了部党组关于撤销华北无线电器材联合厂建制、各分厂独立经营的决定。专业面的缩小符合了中央提出的企业向中小型、专业化方向发展的要求，更加便于加强企业经营管理、提高产品质量、降低成本，并提高劳动生产率，同时也有利于加快企业技术改造。
2. 1963 Fourth Planning Department is Formed, Dissolution of Factory Organization is Declared
In 1963 the Fourth Planning Department was formed, in November of that year a meeting was called where the Four Rank officials declared the dissolution to the Factory organization, a decision made unanimously by all independent parties. The news that the factory would be downsizing was in line with directives handed down from the central government. The central government believed trouble at the management level could be better handled with smaller workforces to manage. It was hoped this would increase the production quality, reduce initial investment costs, increase productivity and jumpstart the state-enterprise reform planned by the party.
3．1964.4.1 联合厂建制取消
1964年4月1日，四机部正式宣布撤销华北无线电器材厂建制成立了六厂一库一处。
华北无线电器材联合厂，从1952年筹建到1964年撤销，历时十二年。十二年来，全厂职工为建设工厂、发展生产进行了艰苦卓绝的奋斗，付出了辛勤劳动，积累了丰富经验，留下了宝贵财富，同时也在中国工业史上以辉煌的成果展现了国营七一八联合厂贯彻始终的创业家精神。
3. 1964.4.1 Organization structure at the Incorporated Factory 718 is disbanded
In April of 1964 the Fourth Planning Department made a public announcement stating the disbandment of the Incorporated Factory 718 Organization structure, the incorporated six factories would be disbanded one by one.
The Huabei Wireless Electronic Parts and Materials Incorporated Factory operated in the twelve year period from 1952 until dissolution in 1964. In the time period of its operation the factory was committed first and foremost to bettering the factory, developing production, determination in the face of difficulty. Those that worked at the factory paid forward with their labor and dedication in an effort to make improvements, gain experience and bring prosperity to the factory. In the history of Chinese national industry, the goods produced at the Incorporated Factory 718 are a testament to the substantial contribution the factory has given to China and embody the spirit of optimism and limitless energy that defined the era.
